Ixx = H3b / 12 + 2[h3B/12 + hB(H + h)2 / 4]
Iyy = b3H / 12 + 2(B3h / 12)
j = Ixx + Iyy

Iyy = Area Moment of Intertia(Y-Axis)
j = Polar Moment of Inertia
H = Flange-flange Inner Face Height
b = Web Thickness
h = Flange Thickness
