NIR^t = [N^t_a] ÷ [P^t_a] × 100

where,
N^t_a = Number of children of official primary school-entrance age a who enter the first grade of primary education for the first time, in school year t,
P^t_a = Population of official primary school-entrance age a, in school year t,
NIR^t = Net Intake Rate in school year t
